Inception

CountyCorp is the private non-profit Development Corporation for Montgomery County. The mission of CountyCorp is to improve the quality of life for residents of Montgomery County and neighboring counties through improved housing and economic opportunities.

CountyCorp grew out of the need for Montgomery County to actively participate in affordable housing and economic development. In 1978, the Board of County Commissioners and their staff pursued the concept of a non-profit that could do development work prohibited to an Ohio county under the Ohio Revised Code. Incorporation approval from the Ohio Attorney General on December 17, 1979 made CountyCorp the first housing and economic development non-profit in any Ohio county.

Housing

CountyCorp is committed to providing safe, decent, and affordable housing.To achieve this goal, CountyCorp provides home improvement and homeownership programs to assist low- to moderate-income families.

Initial focus on single-family, owner-occupied rehabilitation continues to be a major programming effort. However, CountyCorp now offers a full range of programs tailored to the housing needs of residents of Montgomery County. Through the creation of HomeStart, Inc. for development and property management, CountyCorp now has over a hundred single-family properties for long-term homeownership through rental-homeownership and Lease Purchase opportunities for families.

In addition, CountyCorp offers zero-interest and low-interest home rehabilitation loans, emergency assistance, and a senior program. Most programs are only available to owner occupants or homebuyers who will reside in the residence for a specified minimum time period. All homeownership and home rehabilitation programs service all of Montgomery County except the cities of Dayton and Kettering.

Since 1999, CountyCorp has administered the Housing Trust program which provides gap financing in competitive rounds to projects in all of Montgomery County.

In April, 2004, CountyCorp created CountyCorp Mortgage, a joint venture with National City Mortgage. The thrust of activities is to offer loan products that cater to the needs of low- to moderate-income families seeking homeownership. County Corp Mortgage works to provide a “safe alternative to questionable lending.”

Programs are partially funded with Federal dollars such as HOME and Community Development Block Grant funds.

Economic Development

CountyCorp Development is a private not-for-profit development corporation committed to supporting economic development in the region. Through CountyCorp Development we expanded our mission to work on business expansion opportunities and fill financial gaps for small businesses.

CountyCorp Development makes business loans through United States Small Business Association (SBA) 504, Ohio Regional 166, and Community Development Block Grant (CDBG) funding. In addition, we also have funds available for Child Care loans. Funding is used for facilities expansion and equipment needs. Each of our loans are tailored to meet the specific needs of small businesses. The loan amounts range from $5,000 to $4,000,000 and offer low, fixed interest rates.

As one of the most respected development organizations in the state, CountyCorp Development is a Certified Development Company through the SBA, and a representative for the Ohio Regional 166 Program.

Presently, CountyCorp Development offers lending programs throughout an eight county region to stimulate investment in small businesses and job creation. CountyCorp Development is committed to continued support of the small business community by offering loans in Champaign, Clark, Darke, Greene, Miami, Montgomery, Preble, Shelby, and Warren counties.
